The human rights crisis has steadily worsened and the devastating toll on the civilian population continued. Disregard for the protection of civilians by the military became even more starkly evident after the earthquake that struck Myanmar on 28 March 2025.

Two years after launching a coup, the military has brought the country into a perpetual human rights crisis through the continuous use of violence, including killings, arbitrary arrests, torture, forcible disappearances and the prosecution and sentencing of anti-coup opponents. The report contains recommendations for all parties, including the military authorities, the National Unity Government and the international community.

Myanmar is caught in a downward spiral of violence characterized by the increasingly brutal repression of individuals actually or seemingly opposed to military rule, by violent resistance to the coup and by several active non-international armed conflicts. Action must be taken to stem the pace at which individuals are being targeted by the military authorities and stripped of their rights, their lives and their livelihoods. The High Commissioner addresses recommendations to all parties in Myanmar, including the military authorities, the international community and the United Nations system.

The Human Rights Council requested the UNHCHR to provide reports on the overall human rights situation in Myanmar, focusing in particular on accountability regarding alleged violations of international human rights and humanitarian law, as well as rule of law and security sector reform since 1 February 2021.
The coup has evolved into a human rights catastrophe that shows no sign of abating. The present report has outlined numerous human rights violations and abuses, as well as violations of international humanitarian law, some of which may amount to war crimes. Some violations may also amount to crimes against humanity if they are found to have been committed as part of a widespread and systematic attack against the civilian population.

The High Commissioner assesses the progress made in the level of cooperation with UN human rights mechanisms and in five main thematic areas: citizenship; participation in public life; fundamental rights and freedoms; displacement and the right to return; and accountability for human rights violations.
The Government of Myanmar has taken initial steps to implement some of the recommendations, particularly those made by the Advisory Commission on Rakhine State. The overarching objectives of the recommendations, however, remain largely unaddressed, with no significant progress observed on human rights concerns.
